The Russian Ministry of Defense quickly replenished operators through the "prisoners for freedom" recruitment plan. 15% of contract soldiers can skillfully operate fiber-optic drones after short-term training, forming a dual advantage of "technology + manpower".
(Note: As of March 2025, the Russian military uses fiber-optic drones to perform more than 500 reconnaissance and strike missions per day, and 87% of the targets destroyed are high-value equipment assisted by NATO.)
